Who implements health policy programs?
According to the Act of 27 August 2004 on health care services financed from public funds “Art. 48. 1. Health programs may develop, implement, implement and

COMMUNITY
Art. 7. 1. The municipality’s own tasks in the field of ensuring equal access to healthcare services include in particular:

2) providing the poviat with information on implemented health policy programs;
3) initiating and participating in delineating the directions of local projects aimed at familiarizing residents with factors harmful to health and their consequences;
4) undertaking other activities resulting from the recognized health needs and health condition of the commune’s inhabitants.
COUNTY
Art. 8. For own tasks in the field of ensuring equal access to health care services implemented by the poviat, in particular:
1) development and implementation as well as assessment of the effects of health policy programs resulting from the identified health needs and health status of the poviat residents – after consultation with the territorially competent municipalities;
2) providing the marshal of the voivodeship with information on health policy programs implemented in the poviat;
3) initiating, supporting and monitoring the activities of the local self-government community in the field of health promotion and health education conducted in the poviat;
4) stimulating activities for individual and collective responsibility for health and for health protection;
5) undertaking other activities resulting from recognized health needs.
VOIVODESHIP
Art. 9. In order to ensure equal access to health care services implemented by the voivodship self-government, in particular:
1) development and implementation as well as assessment of the effects of health policy programs resulting from the recognized health needs and health condition of the province’s inhabitants – after consulting the territorially competent municipalities and counties;
2) providing the voivode with information on health policy programs implemented in the voivodship;
3) development and implementation of programs other than those specified in point 1 for the implementation of tasks in the field of health protection;
4) inspiring and promoting solutions in the field of efficiency gains, including restructuring in health care;
5) undertaking other activities resulting from the recognized health needs of the inhabitants of the voivodship.
