Based on the analysis of the opinions of health policy programs projects published on the website of the Agency for Health Technology Assessment and Tariffs, the most frequently made errors were specified, which contributed to the negative evaluation of the project.
Incomplete way of providing data on individual disease entities
Selective way of presenting epidemiological data, algorithms of conduct
Lack of specific information about running an information campaign about the implemented program
No information about the end of participation in the program
Not including all elements of the program implementation in the cost estimate
Lack of adjustment / adequacy of the planned budget to the planned activities
Barriers for program participants, eg additional payments that prevent equal access to the program
There are no specified deadlines for individual tasks
Lack of information enabling verification of the source selection methodology (the method of searching, selecting and synthesizing source data has not been described)
Too generic and casual presentation of project effectiveness measures

The Agency for the Assessment of Medical Technology and Tariffs, based on the American Public Health Association, developed the features of a well-designed health program. These are:
directing the program to one or more precisely defined health problems that can be measured and that can be prevented or modified in a given target group;
taking into account the needs, characteristics and preferences of the target group;
undertaking interventions with proven effectiveness in the case of a given health problem;
optimal use of available resources;
organization, planning and implementation of the program in such a way that it is possible to assess the effectiveness of the actions carried out.
The programs as well as all other medical technologies are assessed by the Agency based on the Health Technology Assessment (HTA) guidelines. This is a set of recommendations according to which AOTMiT analysts work and were created in order to prepare in a transparent way analyzes summarizing health, social, economic and ethical information on a given medical technology. Similar recommendations are also used in other countries around the world. The existence of these guidelines ensures reliability and safety of the medical technology assessment by the Agency in terms of its safety and effectiveness of economic efficiency.
